Project Background
The Government of Tajikistan has received loan from the Islamic Development Bank (IsDB) toward the cost of the Improvement of Water Resources Management in Khatlon Region Project and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services for which this Job Vacancy is issued. The Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan is the Executing Agency and is entrusted in the execution and supervision of the implementation of the Project.
The Project development objective is to improve the livelihood of the rural population through improvement of water resources management with resilience to climate change impacts. This will lead to increase in agriculture production, food security, increase in farm incomes, creation of jobs and alleviating the poverty.
Main objectives of the assignment
The Procurement and Contract Management Specialist is expected to manage the procurement process in compliance with the IsDB Procurement Policy and Guidelines as well as the relevant regulations of the Republic of Tajikistan. The Procurement and Contract Management Specialist will coordinate all procurement activities, including the procurement plans, preparation of bidding documents, bids evaluation, conduct negotiations with contractors, consultants, or suppliers, and ensuring the performance of the goods, works and services contracts.
Qualification requirements:
- Higher education (preferably a master’s degree) in Management, Finance, Economics, Civil Engineering or equivalent;
- Minimum 5 years of working experience in procurement and contract management in public or private sector projects, or projects funded by international financial institutions;
- Knowledge of international procurement procedures. Knowledge of laws and regulations in the field of public procurement in Tajikistan;
- Good knowledge of English, Tajik, and Russian;
The position will be based in Dushanbe, Tajikistan.
