      Notification of Contract Award for Package 5/

      Name and address of the Employer: Project Implementation Unit "Reconstruction and completion of secondary schools", Dushanbe city, Rudaki avenue 149

      Name and reference number of the contract: Package No. 5/1 - Purchase, delivery and installation of furniture, equipment, laboratory, presentation equipment and supplies for subject rooms for 31 schools in the districts of Dangara, Temurmalik, Muminabad, Sh. Shokhin, Farkhor, Hamadoni, Kushoniyon, Jaihun, Vose, Khuroson, Dusti and the city of Kulyab.

       

      Selection method: NCB

       

      Lot No. 1: Purchase, delivery and installation of furniture for 31 schools in the districts of Dangara, Temurmalik, Muminabad, Sh.Shokhin, Farkhor, Hamadoni, Kushonien, Jayhun, Vose, Khuroson, Dusti and Kulyab, Contract No. IDB11/IDB(I.S)10/ISFD8/GPE2/01.

       

      The names of all bidders who submitted bids and the prices of their bids, which were read at the opening of bids and evaluated:

      1) LLC "Abubakr 2017" - 489 125.00 US dollars;

      2) Bisot LLC - 1,287,991.00 US dollars;

      3) Medinila Tochpharma LLC - 542 000,00 US dollars;

      4) CJSC "Monalit 05" - 593 584.00 US dollars;

      5) Somon Varorud LLC - 1,460,779.00 US dollars;

      6) LLC "Tojikelektrokomplekt" - 1 125 529.05 US dollars.

      The names of all applicants whose applications were rejected either as not meeting the requirements, or as not meeting the qualification criteria, or not evaluated, indicating the reasons:

       

      1) Bisot LLC - The price of the offer is inflated in comparison with the successful participant;

      2) Medinila Tochpharma LLC - (i) in the table "Related services" line 1 "Sorting, delivery, assembly/installation, installation of equipment by premises" the total amount of all goods is included and thus the bidder's offer price doubles and becomes unacceptable, since the offer price consists of the price goods plus related services; (ii) the corresponding column in the table "List of goods and delivery schedule" column on delivery dates by the applicant is not filled in; (iii) the applicant did not submit his version of the Technical Specification and included the customer's version in his proposal; (iv) a copy of the balance sheet for 2017 is not attached, the average annual turnover is $ 261,007 and does not meet the qualification requirements; (v) the attached copy of the 1st contract is not similar and does not meet the qualification requirements, the contract was concluded for the supply of pharmacy furniture and accessories and includes only 6 items of goods; (vi) a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets is not provided; (vii) Overpriced offer price compared to the successful bidder;

      3) CJSC Monalit 05 - (i) the tender form "List of goods and delivery schedule" is not presented; (ii) the applicant did not submit his version of the Technical Specification, but included the customer's version in his proposal; (iii) a copy of the balance sheet for 2017 is not attached, it is not possible to determine the average annual turnover of delivery works, since the balance sheet indicators were used in the selection of construction works of Package 3; (iv) a copy of one similar contract for the supply of furniture was enclosed, which does not meet the qualification requirements; (v) a certificate from the tax inspectorate on the absence of debt has not been submitted; (vi) a certificate from a servicing bank on a credit line or a certificate from an enterprise on the availability of liquid assets has not been submitted; (vii) An overestimated offer price compared to a successful participant.

      4) Somon Varorud LLC - (i) the information form of the participant has been changed and does not correspond to the tender version; (ii) the applicant has not submitted the tender form "Price and completion schedule - Related services"; (iii) the authorization of the manufacturer is presented on the draft sheet, i.e. the back of the letter contains the text of the draft version of which-the letters are not related to the tender; (iv) a copy of the balance sheets for 2017, 2020 and 2021 are not attached. The average annual turnover is $ 121,640 and does not meet the requirements; (v) the attached copy of the 1st contract is similar, but the contract amount (for $ 131,577) does not meet the qualification requirements; (vi) the applicant did not submit a certificate from the tax inspectorate on the absence of debt; (vii) the applicant did not submit a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets; (viii) The offer price is too high compared to the successful participant.

      5) LLC "Tojikelektrokomplekt" - (i) the applicant has not submitted the tender form "Authorization of the manufacturer"; (ii) the attached copy of 3 contracts are not similar. Contracts were concluded for the purchase of household cold water meters, the supply of materials and equipment for 110 kW of power transmission lines and the supply of 0.4kW of metal supports; (iii) the applicant did not submit a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets; (iv) The bid price was inflated compared to the successful participant.

      The winner of the auction:

      1. a) The name of the winner of the auction - LLC "Abubakr 2017";
      2. b) The final total price of the Contract is 489,125.00 US dollars;
      3. c) The term of the Contract is six months;
      4. d) A brief description of the scope of work - Staffing of 2-storey academic buildings with school furniture for 10 classrooms (29) and 8 classrooms (2), including: chemistry, physics, biology classrooms, preschool classroom, computer classroom, director's office, deputy director's office and teacher's room.

       

      Lot No. 2: Purchase, delivery and installation of equipment and inventory for 18 schools in the districts of Dangara, Temurmalik, Kushonien, Vose, Khuroson, Dusti and Kulyab, Contract No. IDB(I.S)10/ISFD8/02.

       

      The names of all bidders who submitted bids and the prices of their bids, which were read at the opening of bids and evaluated:

      1) Dastovard 2016 LLC - 1,152,603.00 US dollars;

      2) Medinila Tochpharma LLC - 765,000.00 US dollars;

      3) Joint venture of MAS International LLC and Mahadbekov General LLC - 880,039.20 US dollars;

      4) LLC "Techabzor" - 650 000,00 US dollars;

      5) LLC "Tojikelektrokomplekt" - 1,280,040.49 US dollars.

       

      The names of all applicants whose applications were rejected either as not meeting the requirements, or as not meeting the qualification criteria, or not evaluated, indicating the reasons:

      1) Dastovard 2016 LLC - (i) not matching work experience – the applicant attached a copy of 10 contracts, 8 of them for the supply of medical equipment and 1 for the supply of vehicles that are not similar. One similar contract for the supply of computer equipment for a small amount ($71,451) and does not meet the requirements; ii) a copy of the balance sheet for 2018 is not attached; (iii) a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets is not provided; (iv) Overstated compared to a successful participant offer price;

      2) Medinila Tochpharma LLC - (i) in the table "Related services" item 1 "Sorting, delivery, assembly/installation, installation of equipment by premises" includes the total amount of all goods and thus the bidder's offer price doubles and becomes unacceptable, since the offer price consists of the price goods plus related services; (ii) the corresponding column in the table "List of goods and delivery schedule" column on delivery dates from the applicant is not filled in; (iii) the applicant did not submit his version of the Technical Specification and included the customer's version in his proposal; (iv) a copy of the balance sheet for 2017 is not attached, the average annual turnover is $ 261,007 and does not meet the qualification requirements; (v) the attached copy of the 1st contract is not similar, the contract was concluded for the supply of pharmacy furniture and accessories and includes only 6 items of goods; (vi) a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets are not provided;

      3) LLC "Techabzor" - (i) none of the attached tender forms corresponds to the tender, as the applicant used the tender forms for construction work; ii) the bidder's proposal lacks all tender forms and copies of the required documents, which makes it impossible to evaluate the proposal; (iii) the average annual turnover is $ 361,605 and does not meet the qualification requirements; (iv) the attached copy of 2 contracts for the supply of cinema equipment and office furniture, as well as the contract for construction work are not similar and does not meet the qualification requirements; (v) the attached copy of the 1st contract is not similar, the contract was concluded for the supply of pharmacy furniture and accessories and includes only 6 items of goods; (vi) a certificate from the tax inspectorate on the absence of debt is not provided; vii) a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets is not provided; viii) a copy of the Bank Guarantee is provided;

      4) LLC "Tojikelektrokomplekt" - (i) the applicant has not submitted the tender form "Authorization of the manufacturer"; (ii) the attached copy of 3 contracts are not similar. Contracts were concluded for the purchase of household cold water meters, the supply of materials and equipment for 110 kW of power transmission lines and the supply of 0.4kW of metal supports; (iii) the applicant did not submit a certificate from the servicing bank on a credit line or a certificate from the company on the availability of liquid assets; (iv) The bid price was inflated compared to the successful participant.

      The names of all bidders who submitted bids and the prices of their bids, which were read at the opening of bids and evaluated:

      1) Dastovard 2016 LLC - 820,393.50 US dollars;

      2) Medinila Tochpharma LLC - 542,003.00 US dollars;

      3) Joint venture of MAS International LLC and Mahadbekov General LLC - 615,366.26 US dollars;

      4) LLC "Techabzor" - 450 000,00 US dollars;

      5) LLC "Tojikelektrokomplekt" - 905 802.22 US dollars.

      The names of all applicants whose applications were rejected either as not meeting the requirements, or as not meeting the qualification criteria, or not evaluated, indicating the reasons:

      1) Dastovard 2016 LLC - (i) not matching work experience – the applicant attached a copy of 10 contracts, 8 of them for the supply of medical equipment and 1 for the supply of vehicles that are not similar.
