Title: International Consultant on Capacity Building for Entrepreneurship Ecosystem Development

The State Committee on Investment and State Property Management (SCIPM) has received financing from the World Bank toward the preparation of the Start-Up Ecosystem for Economic Development (SEED) Project and intends to apply part of the proceeds for individual consulting services. The assignment is to strengthen the institutional, managerial, and operational capacity of SCIPM and the State Business Incubator (SBI) to effectively design, manage, and deliver entrepreneurship and innovation ecosystem programs. The duration of the assignment shall not exceed eight (8) months.

SCIPM now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) and a brief cover letter. The criteria for selecting the Consultant are: an advanced degree in economics, business administration, public policy, innovation management, or a related field; at least ten (10) years of proven experience in entrepreneurship ecosystem development, innovation policy, and/or SME/start-up support; demonstrated experience working with public institutions and entrepreneurship support organizations (such as incubators, innovation agencies, universities, or innovation hubs), including institutional strengthening and capacity building; strong knowledge of international good practices in entrepreneurship support programs and ecosystem operations; excellent analytical, facilitation/training and report-writing skills, with the ability to work effectively with multiple stakeholders; experience with World Bank–funded or other donor-financed projects is a strong advantage; and experience in Central Asia or similar contexts is an asset
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated February 2025, setting forth the World Bank’s policy on conflict of interest.
