      REQUEST FOR EXPRESSIONS OF INTEREST INDIVIDUAL CONSULTANT

      Title: Monitoring and Evaluation (M&E) Specialist

      Reference No.: TWEEP-CS-IC-05

      The State Committee on Investment and State Property Management of the Republic of Tajikistan (SCISPM) has received financing from the World Bank toward the preparation and implementation of the Tajikistan Women’s Economic Empowerment Project (TWEEP) and intends to apply part of the proceeds for individual consulting services.

      The assignment is to design, implement, and manage the Project’s monitoring, evaluation, and learning system to track progress against agreed indicators, support evidence-based decision-making, and ensure timely and accurate reporting to the World Bank and national stakeholders. The M&E Specialist will establish and operationalize the Project’s monitoring, evaluation, and learning system, monitor implementation progress across all Project components, collect, verify, consolidate, and analyze monitoring data, maintain the Project’s monitoring database and beneficiary records, track Project indicators, prepare inputs for Project Reports, and support baseline, midline, and endline assessments as required. The M&E Specialist will work full-time, based in Dushanbe, with travel to regional project sites (Districts of Republican Subordination and GBAO) as required. The duration of the contract will be for an initial 12 months, including a three (3) month probationary period, renewable based on performance and project needs. The total project duration is until April 2029.

      SCISPM now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) with description of experience in similar assignments and a brief cover letter.

       The criteria for selecting the Consultant are:

      Education

      • University degree in economics, statistics, social sciences, development studies, or a related field;

      Work experience

      • At least three (3) years of relevant professional experience in monitoring and evaluation or results-based management;
      • Experience with World Bank-financed or other IFI-funded projects is highly desirable;
      • Familiarity with Results Frameworks and indicator-based monitoring;

      Special interpersonal skills

      • Strong skills in data collection, analysis, and reporting;
      • Fluency in Russian is required; working knowledge of English is required.

      The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (the Regulations), setting forth the World Bank’s policy on conflict of interest.

      A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.

      Expressions of interest, including CV and cover letter, may be submitted in English, Russian, or Tajik and must be submitted to the e-mail address below on or before 17:00 hours local time on July 24, 2026.

      The documents submitted by the candidates must fully reflect their qualifications, relevant professional experience, and ability to perform the assignment. The submitted documents, including the CV and cover letter, should be concise and must not exceed ten (10) pages in total.
