Activity of the State Committee on Investments and State Property Management of the Republic of Tajikistan in 2023 was aimed at implementation of instructions of the the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon decisions and orders of the Government of the Republic of Tajikistan, instructions of the Executive Office of the President of the Republic of Tajikistan and normative and legal acts in the direction of strengthening investments, entrepreneurship and state property.
Foreign investments
According to statistical data, in 2023, the inflow of foreign investments in the Republic amounted to 2.7 billion dollars. The increase in the inflow of foreign capital compared to 2022 amounted to 113.6 million dollars or 4.4 percent and was formed due to the growth of other types of capital in the amount of 510.8 million dollars (26.1 percent).
During this period, in order to present the country's investment opportunities, attract direct investments and diversify them, the following events took place: an online meeting of Tajik entrepreneurs with colleagues from Switzerland and Spain, the first meeting of the Working Group on Attracting Direct Investments from the Republic of Belarus, the Ninth Conference on Interregional Cooperation between Tajikistan and Russia, the Conference "Investment and Development of Tajikistan" in London, investment forums and conferences of Tajikistan and Azerbaijan, Kazakhstan, Turkmenistan, Korea, Chechnya, the Republic of Kazakhstan, the Republic of Moldova, the Republic of Kazakhstan, the Republic of Korea, the Republic of Belarus, the Republic of Belarus, and the Republic of Kazakhstan.
A number of trade and investment documents have been signed as part of these activities, and their implementation by the relevant structures of the public and private sectors is underway.
Also, in 2023, investment agreements were signed with foreign and domestic investors for the construction of 4 large industrial enterprises and services, the amount of which is estimated at 1.4 billion somoni. It is worth noting that there is constant work on importing capital and launching projects.
State investments
In the reporting period, the totality of state investment projects operating in the Republic of Tajikistan consists of 85 titles (51 grant projects, 5 loan projects and 29 projects with co-financing of loans and grants), the total amount of which is 49.3. billion TJS (4.5 billion USD).
Within the complex of active projects, grant funds amount to 32.9 billion TJS (3.0 billion USD) or 67.1%, credit funds 15.0 billion TJS (1.37 billion USD) or 29.7%, the contribution of the Government of the Republic of Tajikistan - 1.34 billion TJS (122.0 million USD) or 2.6% and other sources, including the contribution of state enterprises of the republic, local executive bodies of state power, (beneficiaries) and others. 62.9 million TJS (5.7 million dollars) or 0.1%.
Within the framework of the current state investment projects, funds amounting to 25.8 billion TJS (2.35 billion USD) have been utilized since the beginning of implementation.
Entrepreneurship
In the period of 2023, a number of works were implemented to support entrepreneurship, promote the permit system and monitor inspections.
As of January 1, 2024, 350,200 entities operate in the country within the "single window" system, which is 10,138 or 2.9% more than in the same period of 2022.
During the reporting period, more than 10 billion TJS as loans were allocated by financial institutions.
The State Committee on Investment and State Property Management implements practical measures to improve the economic and legal knowledge of entrepreneurs and to introduce modern methods of doing business.
In this context, during 2023, the State Institution "Business Incubator of Tajikistan" and its branches in the cities of Khujand, Bokhtar, Khorog, Kulyab and Rasht district conducted more than 230 training and outreach activities with a wide range of private sector representatives.
In connection with the continuation of reforms in the direction of improving the legislation and in the framework of a normative legal document regulating the relations of permits, licenses and other types of documents of permissive nature, the draft Law of the Republic of Tajikistan "On the Permit System" was prepared in the prescribed manner in a new version, which was adopted and put into effect on June 22, 2023 № 1968.
Also within the framework of this measure it is planned to reduce the total number of the list of permitting documents to 25 percent, which is the basis for the implementation of the instructions of the the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon in his message to the Parliament of the country where he indicated a 60 percent reduction in the list of documents.
At the same time, in order to adapt the normative legal acts of the sector to the new Law of the Republic of Tajikistan dated June 22, 2023, No. 1968 "On the Permit System", an Action Plan for the development and submission of normative legal acts regulating the sphere of the permit system of the Republic of Tajikistan, which are used by the relevant ministries and departments, has been prepared.
State property
In 2023, in order to effectively use and regulate state property, in accordance with the requirements of the legislation, by relevant decisions of the Committee, 1164 objects of state property for a total amount of 38.1 million somoni were transferred from the balance sheet of one body, enterprise and organization to the balance sheet of another body, enterprise and organization.
Also during this period 21 normative legal acts on regulation of issues of state property management were developed and adopted in accordance with the established procedure.
