Assignment Title: Technical Partner (TP) for Component 1 – Support to Women and Women’s Groups for Improved Livelihoods

The Government of the Republic of Tajikistan has received financing in the amount of US$ 4.73 million from the World Bank toward the cost of the Tajikistan Women’s Economic Empowerment Project (TWEEP), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) consist of engaging a Technical Partner (TP) — a not-for-profit organization (applying singly or in joint venture) — to support the implementation of TWEEP Component 1. The TP will provide high-quality training, facilitation, mentoring, and outreach services to targeted women beneficiaries and women’s groups, and will support the transparent selection of business plans for in-kind grants and effective post-grant accompaniment. The assignment covers six target districts — Rogun and Nurobod (Districts of Republican Subordination), Vanj and Shughnon (GBAO), and peri-urban Shohmansur and Firdavsi (Dushanbe). Key activities include beneficiary outreach and mobilization; delivery of entrepreneurship, financial literacy, and business plan development training; facilitation of the business plan competition and grant process; and up to 12 months of post-grant mentoring and market-linkage support. The TP shall not have fiduciary responsibilities and shall not manage, control, or disburse grant funds. The expected duration of the assignment is 33 months, anticipated to commence in June 2026 and conclude in February 2029.

The State Committee for Investment and State Property Management of the Republic of Tajikistan (SCISPM), through its Project Implementation Group (PIG), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria
Expressions of Interest will be evaluated against criteria that reflect the unique qualifications of not-for-profit organizations, including but not limited to: (i) demonstrates at least 5 years of experience and core in the areas for the assignment, with focus on women's economic empowerment, livelihood support, entrepreneurship development, and community mobilization; (ii) demonstrated experience of scale and scope of operations similar to this assignment, and (iii) demonstrated experience of local knowledge and presence, including through already established working relationships with target districts, local communities, district and local authorities, community-based organizations, and women's groups in the targeted regions (Districts of Republican Subordination, Gorno-Badakhshan Autonomous Region, and Dushanbe).
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 (Regulations), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers.
