Dushanbe, 28 October 2026
To provide state support for entrepreneurship, strengthen the country’s industrial and export potential, eliminate unjustified and repeated inspections, and create favourable conditions for entrepreneurship and investment, a moratorium on inspections of business entities was declared five times in the Republic in 2008–2026 (in 2008, 2011, 2018, 2022, 2025 and 2026). Each was declared on the initiative and direct instruction of the President of the Republic of Tajikistan, Leader of the Nation, Respected Emomali Rahmon.
The moratoriums had a positive impact on the development of entrepreneurship and the manufacturing sector. They helped create favourable conditions for attracting investment and creating jobs, and overall contributed to improving the well-being of the population.
At every stage, the introduction of a moratorium on inspections was accompanied by Decrees of the President of the Republic of Tajikistan and corresponding laws. These specifically governed the relations arising from each declared moratorium.
On the initiative of the President of the Republic of Tajikistan, Leader of the Nation, Respected Emomali Rahmon, a moratorium is now declared on all types of inspections of the activities of small and medium-sized business entities until 1 January 2029. Inspections conducted by the tax authorities are excluded. The moratorium aims to support entrepreneurship, create favourable conditions for attracting investment, and create new jobs.
The Government of the Republic of Tajikistan is instructed to submit, within one month, the relevant regulatory legal act for the implementation of this Decree.
Relations arising from the declared moratorium are governed by the Law of the Republic of Tajikistan “On the Moratorium on Inspections of the Activities of Business Entities”. This Law establishes the legal framework for introducing a moratorium on inspections of business entities, sets out the procedure for its application, and ensures the protection of the legitimate rights and interests of citizens.
Under the provisions of the Law, the legislative norms of the Republic of Tajikistan relating to inspections of the activities of small and medium-sized business entities are suspended for the duration of the moratorium.
