The State Committee on Investment and State Property Management of the Republic of Tajikistan (SCISPM) has received financing from the World Bank toward the preparation and implementation of the Tajikistan Women’s Economic Empowerment Project (TWEEP) and intends to apply part of the proceeds for individual consulting services.
The assignment is to provide overall coordination and management support for the implementation of the TWEEP Project. The Project Coordinator will be responsible for overseeing the project’s implementation in accordance with the project documents and objectives, coordinating with the World Bank, state agencies, Project Implementation Group staff, consultants, and other relevant stakeholders, and ensuring effective planning, execution, monitoring, and reporting of project activities. The assignment is a national full-time position based in Dushanbe, with travel to regional project sites as required. The duration of the contract shall be from July 2026 to July 2029, including three (3) months a probationary period.

SCISPM now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) with description of experience in similar assignments and a brief cover letter.
The criteria for selecting the Consultant are:
Education
- At least a Master's degree in Public Administration, Project Management, Business Administration, Economics, or a related field;
Work experience
- At least 5 years of relevant professional experience in project management or coordination, particularly in cross-institutional or multi-agency projects;
- Proven experience working with International Financial Institutions (IFIs);
- Experience in drafting Terms of Reference (ToRs), technical specifications, and progress reports in English and Tajik/Russian;
- Experience in managing grant programs, matching grants, or entrepreneurship support funds;
- Preferred experience in entrepreneurship development, MSME support programs, business incubation/acceleration, or livelihood initiatives, particularly those supporting women entrepreneurs;
Special interpersonal skills
- Fluent knowledge of Tajik, Russian and English languages (spoken and written);
- Excellent user of PC, Microsoft Office Suite, email, and online collaboration tools.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (the Regulations), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
