Title: Gender and Private Sector Development Specialist

The State Committee on Investment and State Property Management of the Republic of Tajikistan (SCISPM) has received financing from the World Bank toward the preparation and implementation of the Tajikistan Women’s Economic Empowerment Project (TWEEP) and intends to apply part of the proceeds for individual consulting services.
The assignment is to provide technical leadership on women’s economic empowerment and private sector development under TWEEP by ensuring that Project activities effectively support the creation, growth, and sustainability of women-led businesses, expand women’s access to entrepreneurship, finance, markets, and employment opportunities, and are implemented in line with World Bank requirements and national priorities. The Specialist will work full-time, based in Dushanbe, with travel to regional project sites (Districts of Republican Subordination and GBAO) as required. The duration of the contract will be for an initial 12 months, including a three (3) month probationary period, renewable based on performance and project needs. The total project duration is until April 2029.

SCISPM now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) with description of experience in similar assignments and a brief cover letter.
The criteria for selecting the Consultant are:
Education
- University degree in economics, business administration, finance, private sector development, gender studies, social sciences, or a related field;
Work experience
- At least three (3) years of progressively responsible experience in women’s economic empowerment, entrepreneurship, MSME development, private sector development, or financial inclusion;
- Demonstrated experience designing or implementing programs supporting women entrepreneurs, MSMEs, business development services, or access to finance;
- Experience working with government institutions, private sector organizations, financial institutions, business associations, or entrepreneurship support programs;
- Experience with donor-funded or IFI-financed projects, preferably World Bank-financed operations, is highly desirable;
Special interpersonal skills
- Strong analytical, coordination, stakeholder engagement, and advisory skills;
- Fluency in Russian is required; knowledge of Tajik is highly desirable; working knowledge of English is an advantage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (the Regulations), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
