State Committee for Investment and Management
of State Property in 2022
The activities of the State Committee on Investment and State Property Management of the Republic of Tajikistan in 2022 were aimed at fulfilling the instructions of the Founder of Peace and Unity, the Leader of the Nation - President of the Republic of Tajikistan, his excellency Emomali Rahmon and Government orders, instructions of the Executive Office of the President of the Republic of Tajikistan and regulatory legal acts aimed at attracting investment, entrepreneurship and state property. In a given period, Committee worked on the improvement and implementation of the legislation on licensing, valuation, entrepreneurship and investment.
Foreign investment
In 2022, the Committee held a number of business and investment forums and conferences with the business circles of foreign countries, including the investment circles of the Arab states of Egypt, Belgium, China, Turkey, Uzbekistan, Korea, Russia, Belarus, America, Saudi Arabia, as well as regional forums in Sughd, Badakhshan, Khatlon regions, within which more than 100 cooperation documents were signed.
In order to develop manufacturing industries and achieve the fourth national goal - the accelerated industrialization of the country in 2022, 3 investment agreements were concluded in the amount of more than 240 million US dollars aimed at creating more than 1,200 new jobs.
Public investment
Currently, 72 state investment projects are being implemented for a total of 40.0 billion somoni. In total, in 2022, 21 new Agreements on the implementation of state investment projects were concluded with Development Partners.
The total amount of agreements is $717.2 million, of which $665 million or 93% is grant funds, $25.7 million or 3.4 percent is loan funds and $26.9 million or 3.6 percent contribution of the Government of the Republic of Tajikistan.
Compared to 2021, the amount of funds raised increased by $177.2 million.
Entrepreneurship
By July 2022, more than 340,100 business entities were registered in the country through the “Single Window” system of the Tax Committee, which is 1,300 more than in 2021. In order to increase the economic and legal knowledge of entrepreneurs and introduce modern business methods, branches of the State Institution “Entrepreneurship Development of Tajikistan” were introduced in the cities of Bokhtar, Khorog and Kulyab. More than 200 training and outreach events were held with a wide range of private sector representatives.
Property
In 2022, the Committee implemented the necessary measures for the efficient and targeted use of state property. As a result of the actions taken, more than 34.5 million somoni was received into the state budget through privatization and efficient use of state property. Also, during this period, 48 normative legal acts were developed and adopted in the prescribed manner to regulate issues of state property management.
