On April 3, 2019, the Meeting of the First Deputy Prime Minister of the Republic of Tajikistan was held in the conference hall of the State Committee on Investments and State Property Management of the Republic of Tajikistan on country's position in the international ratings. The Assistant of the President of the Republic of Tajikistan on Economic Issues, ministers and heads of State Committees and Agencies participated in the meeting. The issues of improving Tajikistan’s positions in the World Bank Doing Business Report have been discussed during the meeting.

The First Deputy Prime Minister of the Republic of Tajikistan, Mr. Davlatali Said has opened the session, and stated that according to the instructions of the President of the Republic of Tajikistan, the Leader of the Nation, His Excellency Emomali Rahmon in the 19
th meeting of the Consultative Council under the President of the Republic of Tajikistan on Improvement of investment climate, the ministries and state committees have to take necessary measures for implementing adopted reforms to improve the country's position in the evaluation of international organizations.
Then, the Chairman of the State Committee on Investments and State Property Management of the Republic of Tajikistan, Mr. Hamralizoda Farrukh Mahmud gave a presentation on measures that has to be taken for increasing the rating of the Republic of Tajikistan in the evaluation of "Doing Business Report" of the World Bank. First, the position of Tajikistan according to ten indicators of the "Doing Business Report" (Starting a Business, Dealing with Construction Permits, Getting Electricity, Registering Property, Getting Credit, Protecting Minority Investors, Paying Taxes, Trading across Borders, Enforcing Contracts and Resolving Insolvency) was introduced in comparison with countries of the region.
Over the past few years, significant reforms have been undertaken by the Government of the Republic of Tajikistan on improvement of business and investment climate, such as reform of permit system, business inspection reform, business registration etc. As a result of the reforms, the private sector contribution to the GDP has increased up to 70%, 67% of the population is employed in private sector and 80% of the taxes come from private sector.
Due to the severe competition in the region, other countries conducting faster reforms, Tajikistan’s rank in the Doing Business Report is down. In 2019, Tajikistan was ranked 126th which is 3 points lower than last year rank (in 2018 Tajikistan ranked 123rd). Tajikistan’s position has improved by 1 point under Dealing with Construction Permits indicator, Trading across Borders 1 point, Resolving Insolvency 2 points and its position is down by 3 points according to Starting a Business indicator, Getting Electricity 2 points, Registering Property 1 point, Getting Credit 2 points, Protecting Minority Investors 5 points, Paying Taxes 4 points.
Therefore, it is necessary to carry out the necessary measures to improve the business and investment climate and continue reforms in this field. At the same time, it was stressed that the ministries and agencies should work closely with the private sector and disseminate the information among them.
At the end of the meeting, the First Deputy Prime Minister of the Republic of Tajikistan Mr. Davlatali Said tasked the responsible ministries and agencies on taking necessary measures on implementing the further reforms in the field of business and investment climate improvement.
