On December 16, 2019, the One Stop Shop (OSS) was launched for issuance of construction permits under the Main Department of Architecture and Urban Planning of Dushanbe city.
It should be noted that the OSS was established as part of an action plan to implement 300 reform days in supporting entrepreneurship and improving investment climate in the Republic of Tajikistan with the aim to ensure transparency, access and efficiency in the process of obtaining construction permits for the entrepreneurs.
One stop shop for construction permits issuance was set up by Resolution of the Mayor of Dushanbe city in the framework of the Private Sector Competitiveness Enhancement Project under the State Committee on Investments and State Property Management of the Republic of Tajikistan funded by the World Bank.
With the launch of the OSS, business and commercial entities can submit their applications for obtaining permits to the Dushanbe City Hall online. The 12 permit issuing bodies are joined in the OSS, such as City electricity network, Barqi Tojik, City Hotwater network, SUE “Dushanbe Vodokanal”, City Communication service and other organs.
The main purpose of the One stop shop is to help enterprises to obtain construction permits by registering enterprises and request construction permits without visiting various agencies and institutions. In this way the applicants overcome difficulties in submitting documents that had existed in the past. Before introducing this online platform, procedure of getting permits included visiting a number of institutions, utilities and collecting a lot of documents, and now that process can be completed in a few days. Now, entrepreneurs are not required to submit an application in written form for obtaining construction permits or application for evaluating architectural and planning functions or permission from utilities, approval of a technical passport and other documents.
The Main Department of Architecture and Urban Planning of the Dushanbe city together with the World Bank, as part of the OSS support program to simplify the process and allow utilities to connect to the center’s internal network, expedite decision-making and online application processing. Today, the new internal Dushanbe system, support program and web pages are fully operational.
The OSS will save about 40% of the time spent on obtaining construction permits in the Dushanbe city and save 74% of the costs of the private sector, which amounts to 700,000 US dollars.
