Title: Financial Management Specialist

The State Committee on Investment and State Property Management of the Republic of Tajikistan (SCISPM) has received financing from the World Bank toward the preparation and implementation of the Tajikistan Women’s Economic Empowerment Project (TWEEP) and intends to apply part of the proceeds for individual consulting services.
The assignment is to ensure effective financial management of Project funds, including budgeting, accounting, financial reporting, disbursement, internal controls, record keeping, and audits, in full compliance with World Bank requirements, the Financing Agreement, the Project Operations Manual (POM), and national legislation. Under the overall supervision of the Project Coordinator and in close coordination with SCISPM and the World Bank, the Specialist will establish and maintain a sound financial management system; prepare and update Project budgets and monitor budget execution; maintain computerized accounting records; manage the designated and Project bank accounts; prepare withdrawal applications and Interim Financial Reports (IFRs); ensure timely submission of financial information; coordinate external audits and follow up on audit recommendations; and support World Bank implementation support missions and financial management reviews. The Specialist will work full-time, based in Dushanbe, with travel to regional Project sites (Districts of Republican Subordination and GBAO) as required. The TWEEP contract will be for an initial 12 months, including a three (3) month probationary period, renewable based on performance and Project needs. The total Project duration is until April 2029. The selected Specialist will also be engaged under the FINGROW Tajikistan Project through the Direct Selection method under a separate contract, with remuneration equivalent to 30 percent of the approved monthly salary for the position. The FINGROW contract will be concluded for a period up to December 31, 2026, with any extension subject to satisfactory performance, Project needs, availability of financing, and approval by SCISPM.

SCISPM now invites eligible individuals (“Consultants”) to indicate their interest in providing the services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the services, including an updated Curriculum Vitae (CV) with description of experience in similar assignments and a brief cover letter.
The criteria for selecting the Consultant are:
Education
- University degree in finance, accounting, economics, or a related field;
Work experience
- At least five (5) years of relevant professional experience in financial management or accounting;
- At least three (3) years of experience with World Bank-financed or other IFI-funded projects is required;
- Proven experience, knowledge, and skills in applying the IPSAS cash basis method for accounting and reporting;
Language skills
- Fluency in Russian and Tajik is required;
- Working knowledge of English is required.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated September 2025 (the Regulations), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant selection method set out in the World Bank Procurement Regulations.
