The State Committee on Investment and State Property Management of the Republic of Tajikistan began its activities in the early years of the country’s independence and has gradually been improved and developed.
Initially, by the Decree of the President of the Tajik Soviet Socialist Republic dated January 22, 1991, No. UP-12, the Republican State Committee of the Tajik SSR for State Property Management was established.
By the Decree of the President of the Tajik SSR dated January 22, 1991, No. UP-14, Karimov Ismatullo Homidovich was appointed as the first Chairman of the State Committee of the Tajik SSR for State Property Management.
By the Resolution of the Council of Ministers of the Tajik Soviet Socialist Republic dated August 22, 1991, No. 250, the first Regulation on the State Property Committee of the Tajik SSR was approved.
According to this Regulation, at that time the Committee functioned as a republican body of state administration that provided methodological and practical guidance for the process of denationalization and privatization of property in the Tajik SSR, which constituted an essential foundation for the transition to a market economy and for encouraging entrepreneurial activity. In its activities, the Committee was subordinate to the Council of Ministers of the Tajik SSR.
The main tasks of the Committee included organizing and implementing the denationalization and privatization of state enterprises and organizations, demonopolization of existing production structures, inventory and valuation of state property, formation of republican property and the property of the Councils of People’s Deputies (municipal property) on the basis of state property of the Tajik SSR, participation in the formation of union property, as well as protection of the property rights and interests of the republic in union and foreign institutions.
In accordance with the Decree of the President of the Republic of Tajikistan “On Improving the Structure of the Central Executive Authorities of the Republic of Tajikistan” dated November 30, 2006, No. 9, the State Committee for State Property Management of the Republic of Tajikistan was abolished and, on its basis, the State Committee on Investment and State Property Management of the Republic of Tajikistan was established.
Under this decree, the newly established Committee was assigned the functions of the former State Committee for State Property Management of the Republic of Tajikistan, the External Assistance Coordination Center of the Executive Office of the President of the Republic of Tajikistan, the responsibilities related to attracting investments previously carried out by the Ministry of Economy and Trade of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan, as well as matters related to entrepreneurship support previously handled by the State Agency for Antimonopoly Policy and Entrepreneurship Support under the Government of the Republic of Tajikistan.
By the Resolution of the Government of the Republic of Tajikistan dated December 28, 2006, No. 590, the Regulation, the structure of the central apparatus, the management scheme, and the list of organizations within the system of the State Committee on Investment and State Property Management of the Republic of Tajikistan were approved.
According to this Regulation, the State Committee on Investment and State Property Management of the Republic of Tajikistan is a central executive authority which, within its powers, implements state policy and legal regulation in the field of investment, carries out targeted measures to attract, coordinate and monitor external assistance, manages state property, directs and implements the processes of denationalization and privatization of state property in the Republic of Tajikistan, represents the interests of the state as an owner, and carries out activities aimed at implementing entrepreneurship support programs.
