Signing of new cooperation documents between Tajikistan and Uzbekistan

After the high-level talks between Tajikistan and Uzbekistan, a ceremony of signing new cooperation documents was held with the participation and in presence of the Heads of State.

First, the Heads of the two states, Emomali Rahmon and Shavkat Mirziyoyev, signed the Joint Statement of the President of the Republic of Tajikistan and the President of the Republic of Uzbekistan on the deepening of strategic partnership and alliance relations.

The Program for Increasing Trade Turnover between the Republic of Tajikistan and the Republic of Uzbekistan to $2 billion by 2030 and the Programs for Industrial Cooperation between the Republic of Tajikistan and the Republic of Uzbekistan were signed by the Prime Minister of the Republic of Tajikistan, Kokhir Rasulzoda, and the Prime Minister of the Republic of Uzbekistan, Abdulla Aripov.

Then, in the presence of the Heads of State, the following documents were signed:

- Action Plan between the Ministry of Culture of the Republic of Tajikistan and the Ministry of Culture of the Republic of Uzbekistan on Cooperation in the Field of Culture for 2026-2027;

- Roadmap for the development of cooperation in the tourism sector between the Committee for Tourism Development under the Government of the Republic of Tajikistan and the Tourism Committee of the Republic of Uzbekistan for 2026-2028;

- Action Plan for the implementation of the Cooperation Agreement between the Ministry of Industry and New Technologies of the Republic of Tajikistan and the Ministry of Investments, Industry and Trade of the Republic of Uzbekistan in the field of technology and innovation for 2026-2028;

- Action Plan for the implementation of the Memorandum of Understanding on Cooperation between the Ministry of Industry and New Technologies of the Republic of Tajikistan and the Ministry of Mining and Geology of the Republic of Uzbekistan in the field of mining and new technologies for 2026-2028;

- Memorandum of Understanding on Cooperation between the Ministry of Finance of the Republic of Tajikistan and the Ministry of Economy and Finance of the Republic of Uzbekistan;

- Roadmap for the development of cooperation in the field of agriculture and food security between the Ministry of Agriculture of the Republic of Tajikistan and the Ministry of Agriculture of the Republic of Uzbekistan for 2026-2028;

- Agreement on scientific cooperation between the National Academy of Sciences of Tajikistan and the Academy of Sciences of the Republic of Uzbekistan;

- Memorandum of Understanding on cooperation between the Public Service Agency under the President of the Republic of Tajikistan and the State Service Development Agency under the President of the Republic of Uzbekistan on cooperation in the field of civil service;

- Memorandum of Understanding on cooperation in the field of compulsory execution of judicial acts and acts of other bodies between the Enforcement Service under the Government of the Republic of Tajikistan and the Bureau of Compulsory Execution under the Prosecutor General's Office of the Republic of Uzbekistan;

- Memorandum of Understanding on cooperation between the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan and the Agency for Innovation Development under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan;

- Protocol on amendments and additions to the Agreement between the Government of the Republic of Tajikistan and the Government of the Republic of Uzbekistan on the establishment of the “Tajikistan-Uzbekistan Investment Company” dated June 10, 2021;

- Agreement between the Government of the Republic of Tajikistan and the Government of the Republic of Uzbekistan on the mutual implementation of electronic systems for certification of origin of goods;

- Agreement between the Government of the Republic of Tajikistan and the Government of the Republic of Uzbekistan on cooperation in the field of healthcare and medical science;

- Agreement between the Government of the Republic of Tajikistan and the Government of the Republic of Uzbekistan on the coordination of the allocation of radio frequencies in border areas used by civil terrestrial radio services of the Republic of Tajikistan and the Republic of Uzbekistan;

- Agreement on cooperation between the Ministry of Transport of the Republic of Tajikistan and the Ministry of Transport of the Republic of Uzbekistan on the use of the e-Permit information system;

- Memorandum of Understanding between the Committee on Primary and Secondary Vocational Education under the Government of the Republic of Tajikistan and the Agency for Vocational Education under the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan on cooperation in the field of vocational education;

- Agreement between the Academy of the Ministry of Internal Affairs of the Republic of Tajikistan and the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan on cooperation.

We remind that on the sidelines of the state visit of the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon to the Republic of Uzbekistan, the Second Interregional Forum “Tajikistan - Uzbekistan” was held in the city of Jizzakh on March 24, as a result of which a number of investment agreements were signed.

The signed investment agreements, contracts and memorandums of understanding cover the areas of industrial processing, textile production, the agro-industrial sector, the supply of construction materials, the development of the service sector, and the implementation of digitalization.

After the high-level talks and the signing ceremony of new cooperation documents, the heads of the two states, Emomali Rahmon and Shavkat Mirziyoyev, held a press conference.

The heads of both states, in particular, highly appreciated the continuous deepening of strategic partnership and allied relations, the expansion of multilateral cooperation and ties at various levels, and the strengthening of the contractual and legal basis between the two countries, and emphasized the need to practically implement the existing great development opportunities.

Taking into account the agreements reached today and the existing opportunities for the development of cooperation, the heads of both states expressed confidence that the volume of trade turnover between Tajikistan and Uzbekistan will reach 2 billion US dollars by 2028.
