The development of human capital has been identified as a priority area of activity for the Government of the Republic of Tajikistan. According to the National Development Strategy of the Republic of Tajikistan until 2030, the main long-term objectives of human capital development include:
- promoting social inclusion by improving access to quality services, including education, healthcare, social protection, water supply, and sanitation;
- creating a favorable investment environment in the social sector.
Government policy is aimed at improving the quality of education, healthcare, employment, and professional skills. These measures not only enhance the standard of living but also strengthen the investment climate and ensure sustainable economic development.
The Government of Tajikistan is implementing a range of medium- and long-term policies, strategies, and programs, recognizing the key importance of human capital.
- Development of the education system

- improvement of curricula in line with labor market demands.

In the context of modern socio-economic development and the expansion of digital transformation processes, by the initiative of the President of the Republic of Tajikistan, the years 2025–2030 have been declared the “Years of Digital Economy and Innovation Development.”
Today, Tajikistan is making steady progress toward digitalizing its national economy, ensuring transparency in economic and financial relations. The timely implementation of this initiative will accelerate these processes, improve the legal framework, and facilitate the adoption of relevant regulations.
Digital infrastructure is being developed, data processing centers and national databases are being established, and full digitalization of public services is being implemented.
Human capital is being strengthened through education and retraining in information technologies both domestically and abroad, along with increasing digital literacy.
Artificial intelligence technologies are being widely introduced in service delivery and public registration systems, while cybersecurity of data systems is ensured. At the same time, digital entrepreneurship and e-commerce are developing.
Special emphasis is placed on training programmers and other specialists within the education system at all levels, as well as through advanced training in leading international institutions.
